It looks better with that comparison to GC textures, although obviously it will have to work with rocks all across Cyrodiil (unless you're planning on creating regional variants matching all the different rock types). Will you be keeping that texture for the rock itself? It doesn't seem to blend in very well with the other rocks.

I think it'd be interesting to explore the unicorn being some sort of physical incarnation of an aedric/daedric/other spiritual/metaphysical being. Like how in vanilla Morrowind there's the incarnations of (I think) Zenithar, Mara and Talos.

Another problem with the criminal record check you propose is that the player will always, always end up entering the Legion on false pretences. It's not a good start to a faction most would regard as being more honourable and less deceitful than the others.

You could do that, but unless you named every cell "High Rock, Daggerfall, House Name" you'd have to duplicate every line of dialogue for every region.
