Got carried away with my edits and ended up basically reworking this int down to the shell. Only parts of the old int that remain the same in this version are the mess hall/kitchen and the prison/walls - everything else has been overhauled pretty substantially.

- There should be four service providers in this int: a general Legion trader near the front door, another selling weapons/armor outside the barracks, a smith in the basement, and the Imperial Cult priest.
- Please place a Divine Intervention marker outside the door to the shrine on the wall, not at the main fort door (to follow Wolverine Hall precedent)
- The Cyr-style IC shrine should be replaced with a Sky version when the asset exists
