NPCing for Bailcnoss and Merduibh. I've created the NPCs and placed them, but they don't have unique items, weapons (I think), ownership (do this after merging into DS section file). Dropping unfinished version since I'll be gone until mid-October.

I'm going to pick this one up again, but will drop soon if I can't find time

Here's a new version. I'd appreciate it if someone could go through and make the NPCs a bit more unique. They're all laid out in new cell "abc" for easy comparison.
