Elsweyr mod from 2005-2006

This is an Elsweyr mod from 2005-2006? by one guy in his free time according to the readme.
To save this for posterity and to make it accessible to anyone who wants to see some interesting bit of Morrowind modding history I will post here the rar file. I found this while looking through the archive of the old TR website.
